WHRDs often experience threats because of their gender and are targeted because of who they are not just because of what they do. Protection manualsThe Protection Handbook for Human Rights Defenders was published in 2007 by Front Line. It is a revised and condensed version of the Protection Manual produced in collaboration with PBI in 2005 (written by Enrique Eguren). Meant as a practical resource that human rights defenders can use in developing their security and protection plans and strategies, this resourse covers techniques for analysing risks and threats and developing effective security and protection strategies and plans. It will hopefully be a useful resource for those responsible for security in human rights NGOs and as a support for training for human rights defenders. All agree that providing relief alone is insufficient. The international response must equally focus on measures to provide greater protection for civilians. But what measures? Short of armed peacekeeping, one option is to deploy an unarmed international staff - human rights monitors, ceasefire observers, protection staff with humanitarian agencies - who through their presence deter abuses. To be effective, however, those deployed must pursue proactive strategies to deter abuse, encourage local actors and support reform efforts. This manual, published in 2006, describes these strategies. It is the first comprehensive study of these issues based on hundreds of interviews and analysis of nine separate missions, covering a range of institutional mandates.
