Conference on Security and Protection for Human Rights Defenders - final report

This report sets out the findings and recommendations of this groundbreaking conference, organised in 2009 by PBI with the Human Rights and Social Justice Research Institute (HRSJ) of the London Metropolitan University and the All Party Parliamentary Human Rights Group, with funding from the Foreign and Commonwealth Office.

Submission on the situation of women human rights defenders

Women human rights defenders (WHRDs) like their male counterparts work to protect a wide range of rights: civil and political rights and economic, social and cultural rights, as well as to defend and promote women’s rights. WHRDs often experience threats because of their gender and are targeted because of who they are not just because of what they do.

Protection manuals

The Protection Handbook for Human Rights Defenders was published in 2007 by Front Line. It is a revised and condensed version of the Protection Manual produced in collaboration with PBI in 2005 (written by Enrique Eguren).

Meant as a practical resource that human rights defenders can use in developing their security and protection plans and strategies, this resourse covers techniques for analysing risks and threats and developing effective security and protection strategies and plans. It will hopefully be a useful resource for those responsible for security in human rights NGOs and as a support for training for human rights defenders.

Proactive Presence: Field Strategies for Civilian Protection by Liam Mahony

The plight of civilians trapped in war is one of the greatest challenges of our times. All agree that providing relief alone is insufficient. The international response must equally focus on measures to provide greater protection for civilians. But what measures? Short of armed peacekeeping, one option is to deploy an unarmed international staff - human rights monitors, ceasefire observers, protection staff with humanitarian agencies - who through their presence deter abuses.

To be effective, however, those deployed must pursue proactive strategies to deter abuse, encourage local actors and support reform efforts.

This manual, published in 2006, describes these strategies. It is the first comprehensive study of these issues based on hundreds of interviews and analysis of nine separate missions, covering a range of institutional mandates.

Unarmed Bodyguards by Liam Mahony and Enrique Eguren
